Board of Directors Information

Matthew J. McConville, Chairperson
Matt has served on the Board of Directors since 1998. He has served has Chairman of the Board, Vice-Chairman of the Asset Liability Committee, and Chairman of the Scholarship Committee. Matt is a Licensed Funeral Director and Licensed Insurance Agent. For the past 18 years, he has worked as the Operations Manager for Stevens Mortuary, Inc.

Dick Haines, Vice-Chairperson
Dick has served on ARC's Board of Directors since 1996. He currently holds positions of Chairperson and Chairman of the Asset Liability Committee. Dick graduated from Indiana University of Pennsylvania in 1966 and then from Pennsylvania State University with a Master of Regional Planning Degree in 1975. He has held the position of Planning Director with the Blair County Planning Commission.

Francis R. Wiley, Treasurer
Frank has served on ARC’s Board of Directors since 2005. He is a Commercial Real Estate Agent and Appraiser for Howard Hanna/Johnston Realty and has served on the Board of Directors of the Sunrise Rotary Club, the Emergency Shelter, the Altoona City Planning Commission, and the Blair County Planning Commission. Frank believes in serving his community and wants to utilize his experience and talents to make it a better place to live and work, while assisting ARC in our involvement in the local community.

Donna M. McEldowney, Secretary
Donna has served on ARC's Board of Directors since 1996. She has served as Secretary since 1997. Donna has also served as the Chairperson of the Planning and Membership Committee and graduated from the Altoona School of Commerce. Donna had owned and operated Lucretia II Bridals by Donna for 25 years and now owns We Sell Your Furniture.

Tim Graupensperger, Director
Tim joined the ARC Board in 2012. Since 1997, he has been the CFO of Garvey Manor. Prior experience includes working as a Staff Accountant for both international and local CPA firms, and as an Auditor for the Federal Government. Tim is a licensed CPA in Pennsylvania and has earned the designation of Certified Management Accountant from the Institute of Management Accounts. He holds a BS in Accounting with the Highest Distinction and an MBA in Finance from the Pennsylvania State University, and is also a part-time lecturer in accounting at his alma mater. Tim serves on the Finance Council of Our Lady of Mt. Carmel Parish and on the Audit Committee of Family Services, Inc. He lives with his wife and two children in Altoona.

Jack Musser, Director
Jack joined ARC's Board of Directors in 2014. He retired from Reliance Bank as Senior Vice President of Administration after 35 years of service. He currently serves as director of Idacon, Inc. Jack has also served on the boards of Greater Altoona Economic Development Corp., Housing Opportunities of Blair County, and Neighborhood Housing Program, Inc.
