Board of Directors Information

Steve McCloskey, Chairperson

Steve joined the Board of Directors in 2018.  He is the Project Manager for McCloskey Builders.  Prior to that, Steve was the Business Relationship Manager, Credit Analyst, Mortgage Underwriter and Loan Origination System Administrator for Reliance Bank.  He was also a Portfolio Representative for Freddie Mac.  Steve graduated from the Pennsylvania State University with a Bachelor of Science degree in Accounting.  He is a graduate of the Blair Chamber Leadership Blair County and has served on the Board of the American Red Cross. Steve currently resides in Altoona with his wife Nicole and has three sons.

Amy Mearkle, Vice-Chairperson

Amy has served on the Board of Directors since 2018. As Director of Marketing and Advertising for DelGrosso’s Amusement Park and Marianna’s Fundraisers, she embraces the belief that “you make a living by what you get, and you make a life by what you give.” A graduate of Elizabethtown College with a degree in Communications, Amy began her career as the morning and noon anchor at WTAJ-TV before joining the DelGrosso Family of Companies in November 2011. She also serves as the mid-day host on Froggy 98.1.  Passionate about public service and giving back, Amy is actively involved in several nonprofit organizations. She serves on the advisory board for the Greater Altoona Career and Technology School and contributes to the BlairPA250 committee. In addition, she frequently volunteers as a Mistress of Ceremonies for events throughout the region.

Christopher Reighard, Treasurer

Christopher is currently the Sr. VP for Finance (CFO) and Planning for Allegheny Lutheran Social Ministries.  Chris obtained a B.S. in Health Policy Administration and a A.S. in Biomedical Engineering Technology from Penn State University, plus his M.B.A. from Indiana University of Pennsylvania.  Chris has 10 years of experience serving as Treasurer on the Altoona Hospital Credit Union Board.  He has also served on the boards of Kairos, Lutheran Services of America, Altoona Area Baseball Assoc., St. Leonard Home, and Juniata Gap PTA.

Brendan Moran, Secretary

Brendan Moran, Esq., is the Senior Counsel at Sheetz,Inc. and has been a member of the legal department at Sheetz since 2019.  Prior to Sheetz, Attorney Moran was a School Solicitor representing local Districts for six years.  Attorney Moran has served on the ARC Supervisory Committee since 2016.   In addition, Attorney Moran is currently the President of the Altoona Area School District Foundation, and the Vice Chairman of the Blair County Drug and Alcohol Partnership Board.  Attorney Moran resides in Altoona with his wife, Jamie, and two daughters.

Matthew J. McConville, Director

Matt has served on the Board of Directors since 1998. He has served as Chairman of the Board, Vice-Chairman of the Asset Liability Committee, and Chairman of the Scholarship Committee. Matt is a Licensed Funeral Director and Licensed Insurance Agent. For the past 18 years, he has worked as the Operations Manager for Stevens Mortuary, Inc.

Jack Musser, Director

Jack joined ARC's Board of Directors in 2014. He retired from Reliance Bank as Senior Vice President of Administration after 35 years of service. He currently serves as director of Idacon, Inc. Jack has also served on the boards of Greater Altoona Economic Development Corp., Housing Opportunities of Blair County, and Neighborhood Housing Program, Inc.

Jim Steinbugl, Director

Jim has spent the last two decades in the institutional investment management industry. Currently, Jim is a Director of Investments at the Pennsylvania State University, helping to manage the University’s endowment fund. Previously, he worked in a similar role at the Johns Hopkins University in Baltimore, Maryland. Jim holds a BS in Finance from the Pennsylvania State University. Jim currently resides in Altoona with his wife Megan and their daughter Evelyn.

The 2026 Annual Meeting will be held at 9:30am on Wednesday, August 26th, 2026, at 1919 7th Ave, Altoona, PA at the Main Office of ARC Federal Credit Union. The 2026 election of officials will be conducted by ballot box. All elections shall be determined by plurality vote and shall be conducted by ballot boxes, except where there is only one nominee for each position to be filled. When there is
only one nominee for each position to be filled and thus there is no contest in the election, then the election will not be conducted by ballot.

There are two 3-year vacancies on the Board of Directors. Nominations of candidates are made by the Nominating Committee or by petition of the membership. There will be no nominations from the floor at the Annual
Meeting. The following individuals were appointed to the Nominating Committee: Brendan Moran, Matt McConville, Jim Steinbugl, Jack Musser, and Chris Reighard. The Nominating Committee has presented its nominations to the Secretary of the Credit Union and they include the following individuals: Amy Mearkle and Steve McCloskey.

Amy Mearkle: 3 year term - Incumbent Director. Amy has served on the Board of Directors since 2018. As Director of Marketing and Advertising for DelGrosso’s Amusement Park and Marianna’s Fundraisers, she embraces the belief

Any other member of the Credit Union wishing to be nominated must file a Petition for Nomination with the Secretary of the Credit Union on or before July 17, 2026. All nominees for election to the Board of Directors must be at least eighteen years of age and must be a member of the Credit Union. The nominee further must not have
been convicted of a crime involving dishonesty or breach of trust unless the NCUA Board has waived the prohibition for the conviction. The member must also sign a certificate that he/she is agreeable to nomination and will serve if elected to office. Petitions for Nomination are available in the lobby of the Credit Union during regular business hours commencing June 12, 2026. Each nominee by Petition must obtain the signatures of one (1%) percent of the membership. The period for submitting nominations by Petition begins on June 12, 2026 and closes on July 17, 2026. Petitions received after July 17, 2026 will not be accepted and the petitioner will not be eligible for nomination for the position of Director.

The Secretary of the Credit Union shall cause the nominations by Petition along with those of the Nominating Committee to be posted in a conspicuous place in the Credit Union at least thirty-five (35) days prior to the Annual Meeting.
